The Lobo Unit, USAFFE Guerrilla was originally considered by the United States army as part of the Pandita Area, DI Combat, Free Luzon Area, 6th Military District guerrilla outfit under the command of one Danny Flores. The mother organization was not favorably considered for recognition by the United States Army. In this page is a transcription1 of a memorandum issued by one Lieutenant Salazar, S-1 [Personnel Officer[z of the Lobo Unit, to all company commanders informing them of the bases for the promotion of all officers and enlisted men.

: BASIC POINTS OF PROMOTIONS.
: ALL COMPANY COMMANDERS.
LOBO UNIT MINDE AREA.

The following points and bases of promotions of officers and enlisted men should be based as per guidance given by the Commanding Officer for all Company Commanders.

(a) SERVICE:
Length of service should be a point in the promotions of officers and enlisted men, by which the person concerned has rendered is service from period to period without any records of inefficiency, desertions or evasion of orders.
(b) QUALIFICATIONS:
Persons to be promoted should have the major qualifications to fit him in the service he is recommended and should be at least one year in this outfit rendering efficient service.
(c) PERSONALITY:
Recommended persons should possess the personal personalities and should have the [blurred word] and personal bearings.
(d) EXPERIENCE:
Knowledge and experience of the task he is recommended for should be the basic points of consideration of recommendations for promotions.
(e) CHARACTER:
Conduct and habits of the person recommended must be a point of consideration for recommendations for promotion by the Company Commanders.

These are the points of consideration for recommendations of promotions of officers and enlisted men to another rank certified by their Commanding Officers.
