Memo to Lobo Unit Company S-4 on Dealing with Civilians, January 1943

The Lobo Unit, USAFFE Guerrilla was originally considered by the United States army as part of the Pandita Area, DI Combat, Free Luzon Area, 6th Military District guerrilla outfit under the command of one Danny Flores. The mother organization was not favorably considered for recognition by the United States Army. In this page is a transcription1 of a memorandum issued to all Lobo Unit company S-4 officers [in military terms, S-4 pertains to logistics and supplies] about how to deal with civilians in obtaining needed supplies for the guerrilla group.

MEMORANDUM TO:
ALL COMPANY S-4
LOBO UNIT MINDE AREA.

1. All S-4 must enforce by force to get supplies from civilians but must wait for voluntary aid from persons of better standing or mode of living in your sectors of jurisdiction.

2. Don’t get taxes for any kind of sailboat anchoring in your shoreline or your sector to be aware of spies.

3. Don’t force owners of horses in getting aid from persons giving voluntary contributions.

4. Ask the favors of the owners of fishing nets to fish once in a while for our supplies, but don’t force them if the weather is not favorable for them to fish or if no persons are available to pull the nets.

5. Don’t force the storekeepers to furnish you the things we need if they don’t wish to give you. Wait for their voluntary notifications.

6. Request the farmers whom you think have a good crop to contribute to the amount they think is a surplus for them, but don’t force them to borrow from their neighbors just to satisfy your orders.

7. Ask for more papers in the secretary’s office but not in the municipal buildings, but wait for him in his home and then ask his favor to furnish you the things we need for our communications and orders.

8. Ask the favor of the barrio lieutenants to help you in asking voluntary contributions from all members of the barrio under their authority.

9. Notify this Hq. if there are persons getting supplies without proper authority from this Hq. Investigate him properly without using force but ask his permission and get the information to where he will bring the supplies.

10. Abide by these instructions and compliance with this memorandum is desired by this Hq.
